Mission of the School
The School is unique in
Russia. Its purpose is to help establish in
Russia an open society, based on the rule of law, sound democratic institutions, respect for human rights and a free media and a commitment to a market economy. The school pursues these goals through an intensive series of seminars across
Russia, a publication programme and an extensive alumni network. The School's motto is "Dare to Think”.

Nearly 6,000 young politicians, journalists, NGO leaders and business people – average age 33 – have attended School seminars. Its Russian website delivers its activities to a wider audience as well as servicing a growing network of influence that is actively used to exchange experiences and discuss ideas.
"Democracy and good governance are not accessories to stability and prosperity, they are its very foundations," says Dr. Elena Nemirovskaya, the Founder and Director of the School.
In a letter of congratulations on the 10th Anniversary of the School President Putin wrote: "All who participate in the School's programmes acquire not only knowldege, but new and reliable friends as well. Today the School is a centre for mutual enlightenment, for strengthening the values of democracy and public service, for nourishing respect for the law, and for developing new ideas".
The invaluable work of the School has been recognised by many governments in the West. In 2003 the British government awarded the OBE to the School's Founder and Director, Dr Elena Nemirovskaya, who has also been awarded the Medal of Merit by the Council of Europe.
The School is governed by a distinguished International Board, the Chairman of which is Sir Rodric Braithwaite, the British Ambassador to the Soviet Union and to Russia from 1989 to 1992. It is registered as an independent, non-profit, non-governmental organisation.
